Raoul Leduc is a Montreal-based Inspector with the Royal Canadian Mounted Police. In quick succession, he has to investigate three murders in separate incidents, which on the surface seem unrelated to each other. However, he is able to find a connection between the three victims, namely atomic physicist, Dr. Carl Macklin. If Leduc is able to discover what is happening that led to the murders, he will find that it is a plot either to obtain Dr. Macklin's current work first by finding out where it's being housed, or if that fails to kidnap Dr. Macklin himself to coerce him to work for "the other side". Eric Hartman is leading the assignment on behalf of his superiors, he who hires American gangster Joe Victor to devise and carry out the plot. Beyond the money, Joe takes the job as having been deported from the US for his criminal activities and living in Europe since, he believes Montreal will be a good route to "go home", namely reenter the US under an assumed name. In carrying out the plot, Victor calls in four of his past associates from the US, many parts to the plot using affairs of the heart to reach their end goal. One of those associates, Joyce Geary, Victor's former moll who is a somewhat reluctant participant, is assigned to seduce Macklin himself.
