1940. The British Army is experimenting with a new form of military unit, the 1313 Anti-Aircraft Battery, the nature of the experiment which even officious Captain S. Melly does not know until he arrives at the secret site to take command of the battery. The experiment?: that half its members are female. What Melly discovers is that the members of the unit have been able to get away with doing little training, while they spend time doing what they want to do, namely cavort with their fellow members of the opposite sex. Even Melly's drill sergeant, Sergeant-Major Tiger Bloomer, would normally command authority in the booming voice and "ball squeezing" nature, but he is being pursued romantically by Private Ffoulkes-Sharpe. While the battery's former commanding officer didn't know how to handle the antics of the battery, especially leaders Sergeant Leonard Able on the men's side and Sergeant Tilly Willing on the women's side, Melly, members of the battery who call him Smelly behind his back, is determined to enforce some training discipline into the battery, especially as England is at war and the battery would have some important functions in the war effort. As the members of the battery view Melly's actions as ruining what was the perfect situation for them, what ensues is a battle of the wits between Melly and members of the battery.
