Wilbur, a taciturn drifter, and Matt, a troublemaking sailor, arrive in Miami hoping to find work at the docks. Instead, they encounter a corrupt superintendent and his violent enforcers. Still strapped for cash, the pair devises a half-baked plan to rob a supermarket, only to hold up a police station accidentally. To avoid arrest, they enlist in the force, unaware that tough Captain McBride will accept no resignations for the next six months. Now stuck as recruits, Officers Wilbur and Matt work to make Miami's streets safer, but their unconventional methods soon lead them into a mysterious murder case.
