Plot
Storyline
Jack Cates once again enlists the aid of ex-con Reggie Hammond - this time to take down The Iceman, a ruthless drug lord operating in the San Francisco bay area.
For the past four years, San Francisco cop Jack Cates has been after an unidentified drug kingpin who calls himself the "Ice Man," and now Jack has been accused of shooting a hit man without having cause to. At the scene of the shooting, Jack finds a picture that proves that the Ice Man has put a price on the head of Reggie Hammond, who is scheduled to be released from prison on the next day, after serving extra time in prison after getting accused of stealing the prison's payroll. Jack visits Reggie, and tries to convince Reggie to help him clear his name and find the Ice Man, but Reggie refuses to help unless Jack gives Reggie the $500,000 that Jack has been holding onto for him. Jack refuses to give Reggie the money until Reggie helps him. Reggie needs the money so he can pay some of it to Kirkland Smith, an inmate who has been protecting him from men hired by the Ice Man. When Reggie is released from prison, it begins a chaotic 48 hours in which Jack and Reggie are pursued by Richard "Cherry" Ganz and Bill Hickok, a pair of bikers that the Ice Man has sent after them. Jack begins to believe that he knows who the Ice Man might be, but the Ice Man might not be who he thinks it is.
