Wilbur, a taciturn drifter, and Matt, a troublemaking sailor, arrive in Miami hoping to find work at the docks. Instead, they encounter a corrupt superintendent and his violent enforcers. Still strapped for cash, the pair devises a half-baked plan to rob a supermarket, only to hold up a police station accidentally. To avoid arrest, they enlist in the force, unaware that tough Captain McBride will accept no resignations for the next six months.
