Suddenly a man shoots at them, wounding Jesse only in the arm, Healy in serious surgery, but both pull through. The municipal council, already displeased Stone isn't full-time available and refuses to hire the mayor's in-law as IT consultant or man an unfair speed limit trap, suspends him pending further investigation, leaving Luther in charge ad interim. Against Healy's orders, he 'privately' looks into the case, suspecting it ties in with mob-organized prostitution, seeking help from 'moralistic' crime baron Gino Fish. Meanwhile Gammon refuses to drop the seemingly hopeless case of the mother of 'little boy Blue', who received an anonymous letter 'your son is loved' after TV hashed up his death five years ago, so Jesse starts coaching her search, which uncovers a further tragic twist.
