Plot Storyline
Fighting against pirates at the turn of the 20th century, the Hong Kong navy are failing miserably. It's up to Sergeant Dragon Ma to take matters into his own hands.
Inspite of the inter-service rivalries, Hong Kong Police Force and the Hongkong Marine Police join together to combat pirates, who have been raiding ships for months. Meanwhile the pirate boss San Pao tells the local gangster Chiang that he wants 100 police rifles. Dragon Ma and his squad from the Marine force are forced to become regular police officers. They have to undergo hard training with the local police. Dragon Ma arrests the gangster Chiang and tells the local police to take the credit. After the rifle deal gone wrong, the pirates take a ship hostage. It is agreed that Dragon Ma will assume all responsibility for the mission to save the hostages and the Colonel allows the Marine Police to be brought back into full force.
