Oliver, Shane and Norman have accompanied Rita to Washington DC for the national Miss Special Delivery pageant. They believe it's providence running into Phoebe Amidon and her grandfather Harper there, they who are wanting to speak to anyone who may have information about her mother/his daughter, US Army Lt. Randy-Lynn Amidon. A series of incidents that they also believe are not coincidental, including Shane meeting with Steve, which she had no intention to do upon leaving Denver, lead them to the conclusion that Lt. Amidon is indeed still alive and not dead as all indications pointed. They just have to convince the right people to release what would be classified information and that could do something to save her.
