John Rykker (Greg Evigan) is a model police officer and family man. He lives in a Los Angeles suburb with his children and his wife Laura (Cynthia Gibb). His life takes a tragic turn when, during an earthquake, he is forced to leave his family behind to respond to an emergency call and is unable to prevent his youngest son from dying. Fearing further earthquakes, the family moves to New York, but the death of their son continues to stand between John and Laura in the years that follow. John therefore throws himself even more into his work and, together with his partner Eric Steadman (Gotz Otto), soon earns a reputation as an obsessive criminal hunter. The only one the two have not yet been able to apprehend is the psychopath Mallik (Page Fletcher). Just as John and Eric are picking up the killer's trail, a massive earthquake strikes New York during rush hour, devastating large parts of Manhattan. John's wife Laura is trapped in a collapsed subway tunnel with their daughter Carla (Bryn McAuley). Torn between his duty as a police officer and his concern for his family, John fights his way through the devastated subway system alongside Eric and seismologist Dr. Marilyn Blake (Melissa Anderson). The killer Mallik takes advantage of the chaos and follows John underground.
