It's the middle of a heatwave at the beginning of the summer in a single family detached residential, suburban neighborhood. The Fowlers and the Lowells have long been next door neighbors, although neither are happy marriages. Jackie Fowler is a largely neglected wife in her airplane engine mechanic husband, Jay Fowler, always away for work for months at a time. He is a weak man in feeling like he is the last to get anything good and the first to get anything bad in life, such as in having just been terminated from his job in changing conditions within the military for equipment, he turning to the bottle to cope. The Lowells are the neighborhood's proverbial Joneses. Operating his own car dealership, Gareth Lowell believes providing the family with lots of money forgives all his faults, including not spending any time at home with them and his frequent indiscretions. His wife Betty Lowell is aware he does cheat, but stays with him for the sake of the family. While Betty has not strayed herself, things may change with the arrival into the neighborhood of Carlo Delisio, a widower who has thus far treated her properly. Neither the Fowlers or Lowells are aware of the affect of the unhappy marriages on their offspring, pubescent teenage classmates Craig Fowler and Eileen Lowell. While Eileen hangs out with older boys who Jackie does not know despite Jackie's insistence on meeting all of her friends, Craig does not know how to express his burgeoning sexuality in an appropriate way, he largely retreating into himself. While everyone in the neighborhood is aware it is happening, they don't know that the masked Peeping Tom spying through windows at women in the neighborhood is actually Craig. Things within this collective come to a head at the Lowells' annual Fourth of July backyard pool party, which is also attended by the two very different police detectives working on the Peeping Tom case, traditionally-minded Sgt. Webber who, in his black and white perspective, views the perpetrator solely as a criminal, while relative neophyte, Officer Lindstrom, with a background in psychology, sees the perpetrator's increasingly brazen behavior as a cry for help.
