Monarch: The New Phoenix Program

The Phoenix Program, killing suspected VC sympathizers in a systematic manner, worked well during the Vietnam War and is the blueprint for the current black op targeting thousands of loyal Americans using state of the art microwave (MW) and radio frequency radiation (RFR) weapons. The motivation to suppress domestic dissidents and to assassinate loyal American opposition comes from the perception of dissent against the war as treason.
